The Lagrange Foundry Combine (LFC) [NEW-FACTION] is the cooperative of dark-shops at the Earth-Moon L4 and L5 points that builds the Sphere’s NECL waveguides, its Triplex panels and, above all, its seedglass: about 9.0 t of the 11 t Sol makes each year, the slide catalyst without which no ship slides. Each shop is owned by its own master-engineers and long-term crew. Seat: L4-Foundry-Three. Formally Earth-Commonwealth aligned, secretive and craft-proud, the LFC sells to everyone and answers, in practice, to the Foundry Moot, the 2409 Foundry Compromise and the people who keep its lasers aimed outward.

The LFC is a combine of holds. A dark-shop is a hold; its master-engineers and long-term crew own it through hold-shares, and outside capital is capped by charter so that no bank or government can buy a shop out from under its people. Every hold-master sits in the Foundry Moot, which meets in the vaulted, UV-lit hall of L4-Foundry-Three and elects the Speaker of the Moot (currently Wilhelmina Achterberg-Sato [NEW-CHARACTER]) for a renewable term. A second body, the Posting House [NEW-INSTITUTION] (Master Darius Eze-Lindgren [NEW-CHARACTER]), computes and publishes the posted price of glass each quarter, based on precursor delivered, line uptime and ledger-reported demand. Contract buyers may negotiate within a band (about 32-50 JC/g) but nobody sells outside the band without a Moot hearing.
Decisions are by hold-vote weighted by line count, with a veto for any hold whose crew would be put at risk. Disputes are settled by a craft jury of three masters. The LFC does not write down its arts whole: the recipe for a seedglass pull lives in three or four heads per shop, partially, and apprentices learn it in pieces. This is both its security and its fragility.
The shops began as small waveguide forges at the Earth-Moon points in the 2310s, working in vacuum and darkness because borophene waveguides tolerate nothing else. They were the first dark-shops, and the first to see what seedglass could do. In 2353 [NEW-EVENT] Dr. Mwamba Ilunga-Ferreira [NEW-CHARACTER] (2311-2389), working at L4-Foundry-Three, discovered the Ilunga seeding effect: presolar grains seed NECL droplets far better than synthetic crystals. The lab-glass era ended, and the shops, which already held the furnaces and the cleanrooms, became glassmakers. The 2371 Seedglass Standard (SCA Port Code Annex S) put serial numbers on their cassettes and made them the registered source of the Sphere’s most important consumable.
The LFC was not born peacefully. In 2404 the Earth Commonwealth’s Strategic Foundries Act answered Jovian purchases of stakes in two L5 shops. The L-Point Foundry Skirmishes [NEW-EVENT] (2404-2409) followed: crews sealed their hatches; EC Navy marines and Jovian-hired contractors fought in corridors. In 2407, the Shop L5-Seven depressurisation killed 31 people. L5-Seven is remembered every year with 31 minutes of unlit halls, one for each of the dead. The Foundry Compromise [NEW-EVENT] of 2409 chartered the Combine: the EC received a security guarantee and a right of first refusal on glass; the Jovian Directorate received the Jovian quota; and a security clause allowed the EC to suspend deliveries to any party “proven in armed breach of the Ceres Protocols.” That clause, unused for fifty years, is now the hinge of Sol politics.
The Foundry Belt orbits the Earth-Moon L4 and L5 points, with about 3.1 M residents. L4 is the Combine’s heart: L4-Foundry-Three and a cluster of older shops. L5 is more mixed: some shops are LFC, others are Arsenal shops [NEW-INSTITUTION] (EC-owned, producing about 1.5 t/yr for the Navy), and the Grey Reef, a derelict Pre-Crash complex, drifts nearby, avoided by honest crews and haunted by Data-Divers. Residents include shop families, apprentices, a large community of clerks (sub-Grey-Line machine minds credited in hold-rolls) and a small population of Keeper wardens who live on-site.
About 300 waveguide lines produce around 550 m³ of waveguide per year, enough for about 270 courier stacks (roughly 2 m³ each). About 60 seedglass lines, each pulling about 0.5 kg a day (180 kg a year), produce Sol’s glass. Output at the posted price: LFC’s 9.0 t is worth about 360 MJC per year, small beside its waveguides and panels but the one product nobody can do without. The Combine also exports NECL panels, Triplex panels, optics and Keeper substrate blanks (grown under Lapidary supervision). It imports boron slag, seed concentrate (the Vesta Prime Consortium, the Trojans and the Rim), food, water and He-3, all of which are cheap compared with its own product. Formally EC-aligned, the LFC in practice sells to all.
The structural asymmetry is one of law, not price. 50 kg of He-3 buys 1 kg of glass, and the Jovian Directorate’s fuel trade is worth some 67 times the LFC’s glass, but the Directorate must sell its fuel open-tank to every signatory, while the Combine’s glass can be withheld from it under the security clause. The Directorate knows it, and wants its own lines.
The Foundry Watch [NEW-INSTITUTION] is deliberately modest: fixed point-defense lasers on the shop hulls, hard-seal hatches that can isolate every bay in seconds, and about 60 Gnat-class patrol craft (25 t, non-FTL, ship prefix LFW) that guard approach lanes. Heavy protection comes from the EC Home Fleet under the 2409 guarantee, an arrangement the shops accept without trusting. After L5-Seven, no hold allows an outside force aboard without a Moot vote. The shops are legally a single target and physically many: the Watch’s real doctrine is that no single breach may kill a shop.
Shop-quiet is the first rule: no raised voices in the halls, no unplanned light. Common halls are lit a dim violet, sealed off from the light-tight lines, since light fogs glass and UV fogs it worst; visitors wear amber lenses. Apprenticeship runs seven years within a hold, and the Moot dislikes outsiders hiring its journeymen; guild membership (Engineers’ panel ticket) is common but holds train their own people. Shop arts are never written down whole. On the anniversary of 2407 every hold goes dark for 31 minutes and its crew stands in the corridor. Clerks work beside the masters and are credited on every pull-log.
Ultraviolet violet on matte black, silver lattice, and a hexagon-in-ring mark (a waveguide cell in a seal). Cassette cases are black; shop banners are violet and hang in dark halls where only the glow of a test window reveals them. Speech is understated; jewelry is usually a small silver lattice worn at the collar.
