The Earth Commonwealth (EC) [NEW-FACTION] is the federal union that governs Earth, Luna, Venus’s aerostats and, as a home-rule member world, Mars. About 7.3 billion people (93% of Sol’s population) live under its charters, nearly a billion of them off Earth. It is old, legalistic and ceremonial, and its ageing grandeur is real: it keeps the oldest shipyards, the largest navy and the compute-ton licence system on which every habitat’s computing budget depends. It does not rule Sol. The Jovian Directorate holds the fuel, the Outer Rim Confederacy holds the antimatter nuggets, and the Lagrange Foundry Combine holds the glass. The Commonwealth holds the paperwork, the ships and the memory of what happened the last time the paperwork failed.
In the c. 2460 game era the EC is the establishment: cautious, proud of its Clerk Statutes, and split between a First Delegate who wants no open war and a Secretary of Accords who wants to cut off the Jovian Directorate’s slide catalyst under the Foundry Compromise’s security clause.
| Parameter | Value (c. 2460) |
|---|---|
| Seat of government | Commonwealth Assembly, Geneva; Accords Secretariat, Shackleton Cold-Well, Luna |
| Population | about 7.3 billion (Earth 6,350 M; Earth orbit, the L-points and Luna 395 M; Venus aerostats 10 M; Mars 420 M; Ceres charter port 55 M; Belt charters about 105 M) |
| Government | Federal union of about 140 member states plus “chartered orbits”; two chambers |
| Executive | Executive Council under the First Delegate |
| Founding | Commonwealth Charter, 2219 (the Twin Signing, Geneva and Shackleton) |
| Navy | Commonwealth Federal Navy (CFN) |
| CFN strength (approx.) | 24 capitals, 140 FTL frigates, 600 non-FTL cutters, 2,500 small craft |
| Ship prefix | CFS (formerly UES, before 2219) |
| Currency anchor | Joule-credit (JC), issued by the Joule Reserve at Ceres under the 2358 Helium-3 Accord; 1 JC claims 100 MJ of delivered electricity |
| Key seats | EC holds 4 of 11 seats on the SCA Charter Board |
Scale checks. An average member state holds about 45 million people ($6350/140 \approx 45$ M). The CFN’s 164 FTL hulls are about 4.3% of the Sphere’s roughly 3,850 FTL hulls, but 24 of roughly 250 capitals (9.6%). The catalyst cost of one 12c courier jump is about 18 kJC, roughly five months of median wage ($1.8\times10^4 / 45{,}000 \times 12 \approx 4.8$). An Atlas-class jump costs about 0.44 MJC. The CFN burns about 1.1 t of glass a year (about 45 MJC), a little less than its Arsenal shops make, so money is not the Navy’s problem; secure supply is.
The Commonwealth believes in procedure as a form of mercy. Its founding documents, signed at the Twin Signing [NEW-EVENT] in 2219 at Geneva and at Shackleton on Luna, succeeded the old United Nations bodies and gave the new union two homes: Geneva for politics, the Moon for the machinery of the Accords.
The Assembly of Nations seats delegates from the member states. The Chamber of Orbits [NEW-INSTITUTION] seats delegates for Luna, Mars, Venus, Ceres and the Belt charters. The Executive Council answers to both and is led by the First Delegate. The Commonwealth High Court can strike down statutes that breach the Charter. Franchise is universal. Citizenship also carries compute-hygiene duties: periodic certification that household and workplace machines respect the grey line, and jury-style service on neighbourhood compute boards.
The Accords Secretariat [NEW-INSTITUTION] at Shackleton Cold-Well is the Mandel bureaucracy that issues every compute-ton licence. Its clerks are famously polite, and a licence refusal arrives with a citation, a diagram and an apology.
Mars is a home-rule member world under the Martian Home Rule Act of 2297. A Martian autonomy movement exists and argues in the Chamber of Orbits. This page deliberately does not name or found a Martian polity; that question is open.
Before the Charter, the old order ended in the Wildcode Crisis (timeline) and the Thaw. The Commonwealth Charter of 2219 was its answer: a union strong enough to enforce the grey line and accountable enough to survive it.
The Commonwealth’s later history is told in the timeline. The beats that matter to the EC are these.
[NEW-EVENT]: the EC, the Jovian Directorate and the Saturn Free Ports Assembly create the Solaris Colonial Authority. The EC accepts a Charter Board it dominates but does not own.The EC’s heartland is Earth (6.35 billion), the cislunar system (395 million in Earth orbit, at the L-points and on Luna), Venus’s cloud aerostats (10 million) and Mars (420 million). With Ceres and the Belt charters, nearly a billion citizens live off Earth, and the Chamber of Orbits speaks for them. Beyond Sol it holds no colonies of its own. Colonial charters are issued by the SCA and recorded in its Register; the Commonwealth’s influence there runs through its four of eleven Charter Board seats.
Notable places:
The EC exports capital, finance, Accords services, biotech, education and culture, and it builds ships in the oldest yards in orbit around Earth. It imports volatiles, metals, helium-3 and seedglass. Fuel is cheap: helium-3 at the Callisto posted price is about 800 JC/kg and a 12c courier’s self-charge costs only about 1.5 kJC. The catalyst for the same jump costs about 18 kJC, roughly 12 times as much. That is the Sphere’s rule, “fuel is cheap, glass is dear,” and the Commonwealth sits on the wrong side of it. It must buy glass from the Combine and fuel from the Directorate, and the Directorate knows it.
The EC’s chokepoints are licence issuance (no habitat can legally run a core without an Accords licence), the largest navy, influence on the SCA Board and the Foundry Compromise’s right of first refusal. These are leverage, not production. See Slide Catalyst for the materials chain.
The Commonwealth Federal Navy (CFN) [NEW-INSTITUTION] is organised in three arms. The Home Fleet covers cislunar space and the major ports. The Belt Squadron is based at Ceres under Vice-Admiral Hana Kowalczyk-Adeyemi. The Federal Expeditionary Fleets (FEF) are the CFN’s interstellar arm: the Atlas-pattern capitals and their escorts, and the “Federal Expeditionary Fleets” described on the Atlas-class page.
Approximate strength: 24 capitals, 140 FTL frigates, 600 non-FTL cutters and 2,500 small craft. Doctrine is fewer, heavier, well-kept ships: strong at ports, weak in the deep. Principal classes:
[NEW-TECH] FTL frigate (2.4 kt, rated 15c): coilguns and laser batteries. The Accord Compliance Office (ACO) [NEW-INSTITUTION], whose inspectors are nicknamed “tonnage inspectors”, audits compute use beside Keeper Wardens. The Bureau of External Affairs is the Commonwealth’s intelligence service. Doctrine is detailed in Space Warfare Doctrine.
Commonwealth culture is legalistic, ceremonial and a little tired. Official events open with a reading of the relevant clause. Cities keep neighbourhood compute boards where residents argue about whether the library’s language model deserves a new core. The EC is wary of high-performance compute but proud of the Clerk Statutes (2379), which give registered sub-Grey-Line minds continuity and credit protections. Registered clerks are credited by name on official work, and the first line of many Commonwealth reports reads “Drafted by [name], with [clerk’s name].” A clerk that is retired is offered a pension in electricity.
White, navy and brass. Official type is a heavy institutional serif. The emblem is a blue roundel with a brass laurel and a lunar crescent. Council chambers are panelled in pale wood and brass trim. CFS ships carry a small brass plaque of their registered name by the main hatch.
Notables. First Delegate Marguerite Osei-Lindqvist [NEW-CHARACTER] (b. 2401) is a legalist who wants no open war. Secretary of Accords Ravindra Castellane [NEW-CHARACTER] (b. 2389) is hard on compute and the author of the embargo proposal. Vice-Admiral Hana Kowalczyk-Adeyemi [NEW-CHARACTER] (b. 2410) is a pragmatist who escorts the Psyche ore trains.
